What are these regulations about?

They provide the legal framework for electing and nominating youth representatives to the National Youth Council (NYC) in Kenya.

Who qualifies as “youth” under these regulations?

Any person aged 18 to 35 years.

What is the National Youth Council election process?

It is a multi-level process: • Ward level → Constituency level → National Youth Congress → NYC membership.

What documents are needed to vie?

It is a multi-level process: • Ward level → Constituency level → National Youth Congress → NYC membership.

How do I get nominated?

It depends on the level: • Ward: Supported by 50 registered voters • Constituency: Proposed & seconded by ward delegates • National Youth Congress level: Proposed by delegates at that level

Who is disqualified from vying?

You will not be allowed to vie if you: • Are an official of a political party • Are a member of any of the election committees for the National Youth Council Elections • Recently acted as a voter educator for the National Youth Council Elections (within 6 months) • Are not a registered voter under the National Youth Council Regulations in the Ward you intend to vie • You will have attained the age of 35 years as at 31st December, on the calendar year of the elections

Who can vote in NYC elections?

Any youth who is registered as a voter in their ward.

Where do I register as a voter?

At the ward level, through the local youth officer.

Can I vote in more than one place?

No. A voter can only vote once and in the ward where he/she registered as a voter.

When is the voter register published?

At least 7 days before elections begin.

Who can vie in the elections?

A Kenyan youth (18–35) who: . Is nominated by at least 50 registered youth voters . Is a registered voter .Has at least a secondary school certificate . Is a person of good standing . Meets Chapter Six (integrity) requirements

How are representatives elected?

• Ward Delegates: Each ward elects 6 delegates (3 male, 3 female) • Constituency Delegates: Ward Delegates convene at the Constituencies to elect 2 delegates from among themselves (1 male, 1 female) • National Youth Congress: Constituency youth Delegates convene to form the National Youth Congress, which elects and nominates National Youth Council Members and Substitute members

What is the National Youth Congress?

A national body of delegates representing the 290 constituencies that: • Elects Council members; and • Nominates others to form the National Youth Council

How many members constitute the National Youth Council?

• 8 elected members • Not more than 8 nominated members

Are there provisions for inclusivity?

Yes. The law ensures: • Gender balance (not more than 2/3 of one gender) • Representation of persons with disabilities • Regional and ethnic diversity

How long between election stages?

No more than 14 days between each level.

How fast are disputes resolved?

Within 1 day at the first level.

When are results announced?

Immediately after counting, or at 5:00 PM on the day after the elections.

What happens after the Council members are elected/ nominated?

Names of elected and nominated members are vetted and upon approval submitted to the Cabinet Secretary for appointment and gazettement.

Does the process provide for voter education?

Voter education is continuous and will take at least 60 days to the election date.

Who conducts voter education?

Voter education is conducted by authorized officials through an approved curriculum.

Who are substitute members?

A list of 31 members alternate member in the event that a vacancy arises in the Council membership.

What are voting hours?

From 8:00 AM to 5:00 PM.

Is the process inclusive?

Yes, the process allows youth with disabilities to vote seamlessly.

How do I file a complaint?

• At ward/constituency level: within 2 days • Filed to the Election Steering Committee

Can I appeal a decision?

Yes: • First to the National Steering Committee • Then to the Appeals Committee • Then to the High Court

Who declares results?

Election results are declared by the respective steering committees.

What rules govern candidates and campaigns?

The Electoral Code of Conduct, which requires: • No violence or intimidation • Respect for diversity • No bribery or inducement

What are the allowed places for campaign?

Campaigning is allowed everywhere except in places of worship and funerals.

What if there are no persons with disabilities elected?

The system ensures inclusion by selecting top candidates with disabilities or nominating them.

How can I learn more about the NYC elections?

To learn more, check the official website of your National Youth Council or follow official announcements via social media 

  1. A Kenyan citizen aged at least 18 years old and aged below 35 years of age as at 31st December of the election year.
  2. In possession of a birth certificate.
  3. Minimum qualification of a high school or secondary level certificate.
  4. In possession of a recommendation letter issued by the Assistant Chief, Area Chief or National [Police service at the ward where she or he is registered as voter. (no more than three months old on the presentation date)
  5. A registered voter
  6. Complied with the requirements of chapter six of the Constitution.
  1. a youth aspiring for the position of ward delegate must be nominated by at least fifty registered voters;
  2. a youth aspiring for the position of constituency delegate must be proposed by at least one ward delegate and seconded by at least one other ward delegate;
  3. a youth aspiring for the position of National Youth Congress delegate must be proposed by at least one Constituency delegate and seconded by at least one other Constituency delegate; and
  4. a youth aspiring for the position of member of the National Youth Council shall be proposed by at least one National Youth Congress Delegate and seconded by at least one other National Youth Congress delegate.
  1. Ward Level: The initial elections start at the ward level. Candidates contest within their local ward, and 6 elected representatives move on to the next level.
  2. Constituency Level: 2 Ward representatives then participate in elections at the constituency level, vying for higher representation.
  3. National Youth Congress: 580 Elected constituency representatives take part in the National Youth Congress elections, where candidates are chosen to represent the broader youth community.
  4. National Youth Council: Finally, the National Youth Congress elections determine the 8 members who will serve on the National Youth Council and The National Youth Congress shall also elect eight members from amongst its membership.
